How does the LEA plan to use funds to implement prevention and mitigation strategies in order to continuously and safely operate schools for in-person learning?

Gulf Shores City Schools will use a portion of funds to address deferred maintenance projects in our buildings (Boiler & HVAC). Funds will be used to address school facility repairs and improvements to enable operation of schools to reduce risk of virus transmission and exposure to environmental health hazards and support student health needs. Funds will also be used for inspecting, testing, maintaining, repairing, replacing, and upgrading projects to improve the indoor air quality in school facilities, including HVAC systems, filtering, and control systems.

How will the LEA ensure that the evidence-based interventions will address the academic impact of lost instructional time and ensure that those interventions respond to the academic, social, emotional, and mental health needs of all students including underrepresented student subgroups (each major racial and ethnic group, children from low-income families, children with disabilities, English Learners, gender, migrant students, students experiencing homelessness, and children and youth in foster care) and those who are particularly impacted disproportionately by the COVID-19 pandemic?

Academic interventions will be aligned with course of study standards and student needs as identified by standardized pre/post assessments and regular progress monitoring. Teachers will participate in regular data meetings and will adjust academic interventions as needed. Social, emotional, and mental health needs will be met through character education and counselor support. Interventions will be modified based on regular data collection and analysis. All students including underrepresented student subgroups and those particularly impacted disproportionately by the COVID-19 pandemic will be invited to participate in the evidence-based intervention programs with progress monitoring. 
How will the LEA comply with the requirements of section 427 of GEPA (20 U.S.C. 1228a)?
The description must include information on the steps the LEA proposes to take to permit students, teachers, and other program beneficiaries to overcome barriers (including barriers based on gender, race, color, national origin, disability, and age) that impede equal access to, or participation in, the ESSER III program.

The summer learning, summer enrichment, and extended school year programs described in this application target students, parents, and school district employees of different genders, races, national origins, colors, disabilities, and ages to the fullest extent possible. No participant will be denied participation in program activities based upon their gender, race, national origin, color, age, or any disability. The principals at the schools where the programs are housed will monitor program activities to ensure that equitable participation in program activities is not limited due to gender, race, national origin, color, disability, or age.

How will the LEA actively monitor their allocations, conduct interim audits to ensure an appropriate application of funds, collect and manage data elements required to be reported, and report this information to the community?

The Federal Programs Director will actively monitor ESSER grant allocations and prepare program budgets, schedules, and budget amendments to ensure compliance with statutory requirements. Additionally, the Federal Programs Director will collect and manage all required data elements by developing systems of collaboration with relevant supervisors in the collection of required data elements. Required reporting elements will be posted on the school system’s website for public comment. The Federal Programs Supervisor will audit all purchases prior to the obligation of funds to ensure funds are expended as approved in the ESSER grant applications. The CSFO will audit expenditures prior to requesting grant reimbursements and maintain documentation necessary for year-end audit reporting.

How will the LEA meaningfully engage with families and communities throughout the life of the ARP ESSER and other relief funds?

Gulf Shores City Schools will maintain an ESSER page of the district website to keep all stakeholders informed of the progress of ESSER funding plans and programs. The site information includes phone and contact information for stakeholders to address comments related to ESSER funding, programs, and reporting. Stakeholders will also be notified of any public meetings that address the use of ESSER funds.

LEA Reservation to Address Loss of Instructional Time

LEAs must reserve at least 20 percent of funds to address loss of instructional time through the implementation of evidence-based interventions and ensure that those interventions respond to students' social, emotional, and academic needs and address the disproportionate impact of COVID-19 on underrepresented student subgroups.

For this reservation of funds, the following interventions are allowable:

Example:
ARP ESSER funds will be used to host a Summer Enrichment Camp during the Summer of 2023. The camp will run for two weeks for four days a week. Subjects to be covered are science, technology, engineering, mathematics and reading. We will purchase general supplies such as pencils, notebooks, glue, color pencils, copy paper, etc. to effectively run the program. We will also purchase ELA & Math manipulatives to help improve student achievement. Additionally, we will purchase an online subscription to XYZ Company for the duration of the summer program to assist our participating EL students with the curriculum (See attached job description). ARP ESSER Funds will be used to provide summer learning and summer enrichment programs for students in grades 9-12.  We will operate three summer learning and enrichment programs in the summers of 2022, 2023, and 2024.

The Gulf Shores High School summer learning and enrichment programs will provide summer career academies for high school students.  Each academy will provide credit for a career-technical class and an academic class.  The academies to be offered are Aviation, Culinary, and Agriculture.  Students will also earn credit in an aligned math or science course.  The summer learning programs will run for five days a week for six weeks.  Through partnerships with local industries, students will have an opportunity to complete a summer internship.

Total Cost: $155,016

Student workers- High school students who are enrolled in summer career academies will be paid an hourly rate of $15 to participate in internships that provide training and on-the-job experience.

ARP ESSER funds will be used to provide an Extended School Year program at Gulf Shores Elementary School for students who are below grade level in grades 1-5.  The program will operate in the following school years:  2022-23 and 2023-24.  We will partner with local colleges and universities to provide education majors to serve as student teachers during the school year, interim teachers in the summer and tutors after-school.  Additionally, we will partner with the Gulf State Park, Little Lagoon Preservation Society, and the Gulf Coast Center for Ecotourism and Sustainability.

The extended year program will support three blended grade classrooms (1st-2nd, 3rd-4th, 4th-5th).  Each class will have a maximum of 15 students who are below grade level in reading or math.  The classroom teacher will be supported by one part-time certified teacher.  Each class will also have one student teacher.  The lead teacher and student teacher will be trained in the co-teaching model.  The staffing model will allow for a student-teacher ratio of 5:1. The classroom instructional program will utilize a blended and personalized approach to teach students at their academic level rather than their grade level.  Additionally, a standards-based grading approach will allow students to progress at a personalized pace.  As students progress, they will have the opportunity to move to a higher grade level during the school year.  Student teachers will be employed after school to work with students in a program that provides academic support and enrichment.

For each school year, the program will run five days per week for six weeks during the months of June and July.  Subjects that will be covered are math, reading, science, social studies, technology and engineering.   The learning program will utilize a blended and personalized approach to teach students at their academic level rather than their grade level.  Additionally, a standards-based grading approach will allow students to progress at a personalized pace.  Enrichment activities will be aligned to the COS for various subject areas and will focus on learning about the environment of the gulf coast.

ARP ESSER funds will be used to employ two system-wide EL teachers (2.0 FTE) for the 2021-2022 and 2022-2023 school years to assist with the consistent increase of EL students within the district. In addition to working with students, the EL teachers will work with classroom teachers to ensure appropriate instructional strategies are implemented.
